Actually, these are meant to go together. We make the list members only
*and* we create a form. We would sort out a way for emails from the web
form to make it to the members-only list, probably by including an email
filter that would let through emails that include some unusual email
header.

A web form like this should be easy enough to do. We could have it
working tonight. I expect we'll spend more time arguing about where to
put the form or some such than actually doing the work :)
