Indicates ms is worried and so they should be. Odf and ooxml are direct
competitors. Clearly ms has more resources so we have to be smarter. We do
have fundamentally lower customer costs and greater openness on our side. We
need strategies to get this across and make it cool and fashionable to use
odf. That is all related to levarage of community networks and building
pathways to influencers but in a positive way, not as ms is doing with what
seem to be negative tactics.

administrator's transcription of the ambassador's recollections of a
meeting with Microsoft. The time from the meeting to the cable could have
been hours or days. Microsoft could have called it "Open XML" but the
embassy staff, knowing nothing about the tech, thought "open" was just an
adjective, not part of the name. Anything is possible.
But the thing that was strongly expressed, and beyond a transcription
error, is that MS was pushing the idea that ODF was anti-IPR and
anti-American and was in general a peril for proprietary software.
