It's not. He appears to be trying to draw the discussion away from
standards compliance and conformance guidelines.

Please don't make the mistake that any of Rick's writings on the topic
are intended to do anything more than stir up pointless debates and
waste time and resources.
Either an application conforms to ODF or it does not. As we saw in an
earlier link, MSO 2007 SP2 not only does not, it also destroys ODF
documents created by other applications.
