I can probably help on the Vietnamese texts. Unfortunately, despite the
supposed government policy to use Unicode, they actually do not and still
use a doubly byte specialized font called VNI. The VN Government is
supposed to be converting from MS Office to OpenOffice this year, but know
of no declaration regarding ODF specifically.
