It's not a question I would be able to answer authoritatively nor be
able to take the time to figure out in detail.

The 30 second check shows that OOo 2.3 handles this correctly.  Using
the example from PC Pro, I entered 1234.1234 into a cell and then saved
as ODF.  Here is are the relevant elements from the file content.xml

<table:table-cell office:value-type="float"
office:value="1234.1234"><text:p>1234.12</text:p></table:table-cell>


It's possible that someone at discuss at openoffice.org would know the
answer already, or be close enough to the data formats as to be able to
answer the question more thoroughly.
