	Sir, I clipped through about half of these and through other 
scribbles linked from them, saw no occurrence of the word vote.  I 
suppose though that when chair and vice chair are each an m$ 
employee, and when m$& their boughten friends hold so many seats in 
the ecma, it is not so difficult to direct the "consensus" they want. 
It appears, all the deliberations are closed to outside scrutiny; all 
they really need is to produce the appearance of agreement.
