Mary Jo Foley wrote about this at the time it was initiated. It's just a
URL/domain that creates a necessary illusion. Over here in the UK, the
OSC has harshly criticised Microsoft for making similar moves in favour
of MOOX. The OSC called it pseudo-grassroots.
