I thought that I remembered hearing that the vote went negative because the
stink of shenanigans in other countries was upon Microsoft, and NZ was not
amused and hence voted no.  Also, adding to the stink was the fact that
there were so many issues with OOXML itself as exhibited in the comments.
Any /. description is going to be limited in its ability to summarize the
article, and so that is why I put it that way.  I counted on the community
to add details, as you have done, and so thank you for that!
