Well, at least in the USA, many law firms continue to use WordPerfect
(IANAL but apparently, WP offers excellent tools for lawyers)... not 
sure if it has the same market share in countries like Switzerland (WTO HQ)

But you are right of course, it would be nice to see the WTO provide 
documents in ODF :-)
