In English schools collective acts of worship are mandatory by law. I
inspected schools and most didn't comply. The fact is that there was a
general consensus that it was an unworkable law. So I write it in the
report and nothing happens. The law is still in force now but no one
does anything about it. So for a law to be any practical use it has to
be generally supported.

Probably doesn't matter in practice if the whole of the rest of the
world decides the law is unworkable.
