I think I would have noticed as well, since I am a member of the US NB. 
But I never saw a letter ballot for this come through.  In any case you 
would expect there to be some paper trail, some posted document that says 
that this designation occurred.  You would also expect the SC34 Resolution 
to cite that authority, as they did for citing every other little thing, 
like their authority to create an ad-hoc.  But I see nothing.
