The Philippines' Bureau of Product Standards considers 9/19 note opposing to
the approval of OOXML means that the consensus is a YES vote. I am not sure
if the ISO rules define that a consensus means a little over 50%.

Also, the BPS refuses to publish the issues that they claim were resolved.
