I have long believed that it will take an on-going, concerted effort of
coordinating the push for Free standards and a push for a big FOSS installed
base. Those who are dismayed by this outcome might consider trying to "Set
One School Free" which is the tag line for the Digital Tipping Point film.
Standards are really important, but implementations of the standards are
probably the second half of the standards competition.
Here in San Francisco, we have one public middle school in which the
student-facing technology is all FOSS except for 15 Macs and whatever
occasional time a student gets on the desktops of the teachers, which is
either Mac or Microsoft Windows. It is also our goal to make sure that
every student has a computer at home. For those students whose parents are
not able to afford either a Microsoft machine or a Mac, we are in the
process of giving away Ubuntu GNU Linux boxes.
