IMHO for lobbying purposes a purely european lobby would work better,
both to lobby european NBs on OpenXML and to support the commission
initiatives. So digitalstandards.eu instead.
Big & rich closed software/proprietary standards proponents are
overwhelmingly US-based. Creating a grassroots local lobby or a
loosely-federated network of local lobbies would be a way to exploit
this weakness. MS has worked very hard to create the image of MS vs
IBM on OOXML, ie a US multinational fight that does not really concern
other countries (which are then free to cast foolish votes)
I suspect this approach would work real well in China too.
