Is that tens-of-thousands of buyers or seats? I'd have thought
tens-of-thousands of seats just the governments who have committed to
ODF and their suppliers must exceed 100,000 seats (for users of MS
Excel 100,000 is ten tens-of-thousands, not 42.987349879836 :) ).
If it is buyers, then every government could shift, along with all the
specialist government suppliers, and Jason's target might still not be
met!
