[odf-discuss] Vietnam finally getting on the band wagon?

I have just read in the Saigon Times today that according to the Phap Luat  
newspaper starting in 2008 the Vietnamese government will be moving 20,000  
computers from Microsoft Office to OpenOffice. I have been unable to find  
a website or reference to link to for Phap Luat. The Saigon Times note is
