[odf-discuss] procedure at ISO Ballot Resolution Meeting

Hi,

I always read that at the "Ballot Resolution Meeting"
some "No with comments" voters can change their
vote to "Yes (with comments ?)", if they are happy
with the resolution to their comments.

Is this really a "one way street" where only
"No" --> "Yes" transitions are possible, or are other
transitions also possible (e.g. from "Abstain" or "Yes"
to other positions) ?
