I think if there are only 41 relevant P countries and say 9 abstain that
leaves 32 so 8 no votes would be enough - 25%.

Can't be too far short of that now. Not looking that good for MS. Even
if they did manage to scrape it through they'd still get a lot of flack
and massive scrutiny on any attempts to use the standard for their own
ends. Heads we win. Tails you lose :-).
