That is complete nonsense.

Look at the ooo-build repository, and check the commit history.  I'd
be very suprised if the average number of commits has decreased.
In an ideal world, the number of pending patches would decrease, but
Sun's process has been the limiting factor there, not a lack of
productivity.  The size of the Novell OO.o team more than doubled in
the last year.  They deserve your thanks, and at this point, a heart
felt apology.
