PJ shot that down already.  Presence on the committee lends credibility
to the specification.  That in turn leads to a higher risk for approval.

Conjecture.  One cannot know apriori.  Furthermore it is hyperbole to
assert that GNOME's backing would be the sole factor.

NBs are likely to be influenced by many factors, not just one, but
having the backing (through participation) of a major OSS project will
have an affect opposite of what help open standards.
