Unfortunatelly you are wrong on that. They don't have to resolve all the 
comments. Indeed, we hope that they will resolve only the minimum not 
harming-to-MS-Office-interests part of them.

Forget that Microsoft will resolve for example the French comments that 
request to split the format in two one for legacy and other for new to be 
joined with ODF in medium term (that, btw, is the most logic proposal I've 
seen).
