Here's the discussion in Portugal, where Novell was used to demonstrate 
others use OOXML:

MJM: Is OOXML proposed by only one company, namely Microsoft?

SM: Refuses [denies], it's proposed by ECMA, with lots of companies, 
only IBM voted against. Claims Novell is a competitor and is 
implementing OOXML.
