No. Not on THEIR terms, in a way that lets them remain the big bully,
that is. "Interoperate" means equal strength contenders agreeing on
fair rules on how to deal with each other. Not the weakest continuing
to catch-up with last-years rules, different every year, imposed by
the other. This is exactly the threadmill that should be broken, or
abandoned. And my only point in this issue is that I don't see how you
are helping.

I forgot to add another point in my original reply, but I'll do in a
new thread since it's a somewhat larger issue.
