I don't know for a fact that Mediawiki can't do it, but the only FOSS
web publishing solution I know of that can is SiSU, which just happens
to also write to ODT. <http://www.jus.uio.no/sisu/>. It was originally
designed for the publication of legal texts, law books and the like,
and has rather comprehensive numbering abilities. On the other hand,
it doesn't use wiki syntax but has a custom markup that I think is
easier to use but requires a learning curve. So it's probably not
right for your present purpose.

Yes. Mediawiki supports redirection of page links. Here is the
relevant documentation on Wikipedia.
<http://en.wikipedia.org/wiki/Wikipedia:Redirect>. I do not know
whether it requires an extension for the default Mediawiki package.
