After the ooxml ISO vote there will be a conference in Japan to discuss 
the individual votes and to allow any changes to be made to the ecma 376 
standard to allow the objections countries wrote to be eliminated after 
which the representative from that country can change the countries vote 
to Yes.

Seems like its a good thing that the host country is aware of and possibly 
supporting the ODF.
