KOffice is very light weight (quite near the one from the fellowship) and 
the components allow a read-only view.
So that comes naturally. And we have no technical reasons why it should 
not run on Windows. I have even seen some developers that actually have a 
Windows system do some bugfixing and workarounds for the platform 
already.
