The vote comes up during the summer holidays for many people, so now is 
the time to discuss it.  Thus my question.

Do you have a URL or some guidelines?  There was also a list of the voting 
and non-voting committee members.

IMHO, Ecma 376 appears to exist soley for the purpose of hindering 
interoperability.  HTML wars all over again.
