I'm trying to strengthen the connection between the two WTO treaties and 
open standards.  ISO would be part of one possible approach.

I agree fully.  Specifically, there should be no patents anywhere in 
standards, published complete, and no restrictions on use or distribution.
IMHO patents have no place in software, as they harm both technological 
progress and economic progress.
