There is an interesting point relating to the ODF petition in the 
conclusions from the EU's Open Document Exchange Formats Workshop last 
month:

 	"Products should support all relevant standards and
 	standards used should be supported by multiple products;"
 	 - http://www.openforumeurope.org/index.php?option=com_content&task=view&id=937&Itemid=1

That basically puts the EU member states onto the list of customers 
requiring ISO/IEC 23600 support in applications.

Furthermore, there is an indication that MS' new attempt att bulldozing 
ISO may not be appreciated:

 	"There is a general dissatisfaction with the perspective
 	of having competing standards;"

 	"One format for one purpose: Administrations should be
 	able to standardize (internally) on a minimal set of
 	formats;"
