It's not part of OpenDocument.

Basically, all it does is create a VersionList.xml file in the 
OpenDocument bundle, and then saves a complete copy of the .odt file in 
a directory called Versions/ (again in the bundle).

Version management in OpenOffice / OpenDocument is sadly quite 
unsophisticated, but I don't think it's technically inferior to any 
other system in use.
