Not really.  If you want to focus specifically on design, then the OASIS 
TC is the one that should be in or make the application. The fellowship 
should get honor for promoting it.  Contribution to design and 
implementation have been part of that.

However, that approach is probably too vague and if it confusing here then 
it is not a good choice.  It would probably be better to focus on 
development of a tool the ODF has backed or some coordination.

I can contribute help writing, but am mostly unfamiliar with the tools, 
toolkits or their development. It would be most efficient if the 
principals involved in choosing, funding and developing the tool write the 
application instead.
