Yes, good catch.
The Fellowship's work appears to be eligible, especially since
the point of the award is to highlight issues posed by long term
preservation of electronic information. Both the work in promoting and
improving ODF fall into that category as well as the work in dealing with
the Ecma 376 problem. Work inside or outside of the UK is fine, as long
as a case can be made as to the benefits for the UK.
The deadline is March 31st. I'm able to help this week on it.
The criteria for the award are include 'leadership' and 'achievement'

It would be good then to include a description of people's work with the
standardization process, further development work on future versions, the
range of tools the Fellowship has been involved in making, and various
outreach projects which have encouraged the uptake of the standard.
