That's about *one* that turned down the money.

From what I saw around that time and the few months before that, MS 
appeared to have already been doctoring wikipedia entries vigorously for 
months.  Accusing IBM was a way of throwing the mud and distracting from 
what they were already doing and thus reducing the debate to accusations.
I expect it's still going on, though toned down some.
