I only tested the direction .odt --> .doc in detail
(since that is what we require in Belgium).

Maybe the Sun team focussed on that direction (reading .odt in
MS Office, which is effectively converting .odt --> .doc) because of
the planning of Belgium and that project focus is what yielded the
better results.
