I think the Sun plugin is just a stripped-down version of OOo with the
minimum (still 40Mb!) set of components required to convert ODF to
Microsoft formats.

In fact if you install the plugin and you look into the installation
dir, you'll notice it's similar to an OOo installation.

It may be possible to make e.g. JODConverter (I'm the author BTW) run
using the Sun plugin instead of a full OOo installation, but I'm not
sure it's worth the extra work just yet. I'll investigate.
