Correct me if I am wrong, but the foreign elements argument seems to
keep getting brought up in the context of legacy document support.

If interoperability with legacy documents is required, then it is not a
matter for OpenDocument (ODF) or any other future-oriented format.  It
is a matter of applications and their support for the legacy formats.
And for that support to happen the specifications for those legacy
formats need to become available.  That's it.

If you want to generate some publicity, try to get M$ to make good on
some of the court's remedies regarding publishing the legacy formats.
It'll make an interesting saga for a blog.
