And we come round circle; MS claims that OOXML is an open standard, due to 
the fact that it got a review round in Ecma.
So what the politicians see is basically that their ruse worked; 
they 'threatened' MS to leave them, and MS now opened up far enough for 
them to work with them again. No high costs needed!

Naturally, the fact that there are a LOT of people all saying the same 
things about OOXML, and its not changing one character should give the 
government there a clue about how open it actually is.
