Alex, my information is that the process has already started and the
30-day period for standards national bodies to contradict the
submission ends on Feburary 5.
I've posted the documents Ecma submitted to the national bodies here
for downloading, <http://opendocumentfellowship.org/node/295>. I've
omitted the lengthy specification itself.
