In my opinion, an application that knows how to handle .odt, but has no knowledge of templates, should not attempt to open an .ott file. We only have this discussion because the syntax in .ott is almost identical to .odt. (.ott can not have a reference to a .ott template in the meta.xml)
Consider a different application that does almost the same thing: A Report generator. It uses an XML-based template file format called .rgt. You start the report generator with you're my-template.rgt, enters the SQL query you want to run, and out comes a .odt file. Would you expect OOo to open this .rgt file? If so, how is this different from the .odt/.ott debate?
