That's not correct, I think you're confusing two different parts of the 
same section.

First off, it says "you may include foreign data so long as it doesn't 
use the ODF namespaces" - which means, you can mix in any data you like.

It then says *additionally* that styles may have arbitrary elements, and 
that metadata may contain attributes that applications do not recognise.

These are two types of foreign data, and ODF treats them differently: 
you can preserve the first type, you should preserve the second. I 
haven't seen the proposal for ODF 1.2, but AIUI the "must" will be 
placed on the _second_ type.

I doubt that ODF 1.2 will get rid of the first type, though. If it did, 
that would mean you couldn't convert ODF 1.0/1.1 docs to 1.2 without 
losing information; that would be a horrendous mistake.

Are you saying that there are .docx files out there which will not 
validate against the Ecma OXML specification? Do you have an example of 
such a file?
