Possibly, but it's probably more a case of me being terribly unclear. 
(Exacerbated by showing percentages) I had not mentioned a majority or a 
minimum threshold.

With every country having sort of a veto, that would be a type of 
consensus based model where proposals are accepted by default.  That's 
much closer to model C:

 	C) Abstentions counting as No:
 	        Y       N       A       Total
 	        5       5       2       12

That's relevant now because the next step of review takes three(?) months 
and will probably take a few weeks to get started.  So, if the next phase 
starts in March, April or May, then we have to plan that it will finish in 
June, July, August.  In that case, absenteeism may be something we should 
plan around.
