Getting 19 countries interested in any given standard proposal is
highly unusual.

Getting 19 votes more or less unheard of.

Having *any* objections at all raised during a fast-track, is a first
(although the fast-track is relatively young).

All in all, I think that from their point of view this particular
stage of the MS/ECMA campaign went spectacularly badly...
