My response to Robertson (posted in eWeek talkback):

"Mandating a specific ISO standard document format for government use
improves a government's ability to communicate with its constituents,
allows them to make the best use of available technology, and promotes
competition and innovation in the marketplace."

Encourage others to also comment on this article (note your subject
line is the important one - make it positive rather than cynical or
humo(u)rous!).
