This quote from Robertson was interesting:
"Mandating a specific document format for government use reduces a
government's ability to communicate with its constituents, make the best
use of available technology, and promote competition and innovation in the
marketplace."

Against the backdrop of an ISO standard, this is like saying using the
Imperial standard of measure would reduce the government's ability to
measure things accurately, communicate such measurements and promote
measurement-based competition.
