The claim is from Gary Edwards. Please take it up with him, not me.

Gary never claims that daVinci achieves 100% interop with ODF
applications. In fact, he is careful to point out that it doesn't.
I hope you are not confusing interoperability with fidelity. That is,
the ability of daVinci to be to store dark objects in an ODF extension
and read them back. The Foundation says it achieves 100% fidelity, but
not interoperability.
In the last couple of emails we've been talking about interop. You are
the one who brought up the situation of a migration. Migrating to
another ODF app requires the new app to do a good job at reading your
existing documents. Gary and others have explained that this is not
something the plugin provides at this point.
