May I correct a few points here:
* I really don't claim to have more experience. Rather, I am quite new to this
field an just asking questions to better understand.
* I really don't recommend anything at this time. I just mentioned one nearbye
case where I asked for experiences and I hope I am representing correctly how
they approached the migration. And that was a "big bang" migration which is
not the typical case, I assume. The reason they could do "big bang" is that
after elections all the "political cabinets" are entirely replaced
(tabula rasa) and
the new cabinets just decided to everything on OO.o at once.
