Yeah. ODF 1.0 had features for bi-directional text but it wasn't obvious
that it did. This caused some people (including an ISO rep) to think
that it *didn't* have proper internationalization. Now there is an
appendix (appendix F, page 728) that explains which features provide
bi-di support.
Similarly, appendix E explains accessibility features, etc.

Could we use this in the ODF viewer? Pagination is an issue for us. If
we just replace every <soft-page-break/> by:
<div class="footer">...</div>
<hr id="page-n" class="page-break"/>
<div class="header">...</div>
Where 'n' is just a counter.
We could then have forward and back arrow buttons that simply step
through the elements with id "page-\d".
What do you think?
