Urgh. The blank map from my previous post is not as easy to update as I 
thought it would be; Canada alone takes up many, many paths and it's 
nontrivial to figure out which paths with an id are the "real" ones.

This other one:  http://evc-cit.info/votingmap2.svg is much easier to
update (I've done some of it already). Displays nicely in Batik, and
export to PNG produced http://evc-cit.info/votingmap2.png
