SVG or PNG with a client-side image map would do the trick and reach all
browser.  Proper ALT attributes would enable blind users, text browsers,
and most importantly, search engines.

There used to be a load of tools to make the hot points.  I'm not sure
that polygons are needed, it may be enough to use small circles or
rectangles for the hot spots.
