Thanks. But regarding the committee members' sudden change, I can only
ask WTF? Do they chip opponents, show them pictures of their kids going
to school, or what?
Some really bad stuff going on. The same article points out that the
India vote is not final yet and MS still has time to work.

Basically one person violated process and exceeded his authority. MS
has done that a lot in the US in the individual state governments to get
FOSS and open standards legislation removed from agendas.
